He is at Zerard: East Side / Near the Insectron Stadium. Go inside the stadium to find him. Once manufactured this item is automatically added in your Inventory. You can obtain the blueprint by chapter 5, but the earliest time you can develop this item is by chapter 6, when you can get a Walkie-Talkie.
